Dear Emaan, you have to crochet the 3rd row for Left shoulder back piece in dc, i.e. : 1 dc in each dc from previous row. Then, cut the thread and put aside. Crochet now the right shoulder following same instructions. At the end of last row of right shoulder, turn piece to crochet the next row as indicated under Row 4. Happy crocheting !

The measures should be ok, reason why you start earlier in larger sizes is that you will make more inc and it will need more rows and add length before done.
