If row four has an increase every other time it means there is an extra increase (on each side) every fourth row. Is this correct?

Dear Mrs VanDeStroet, that's correct. Happy crocheting!

Question. Rows 3 and 4 repeat right? Row 4 do you add 1 extra DC on each side where the star is on the chart? Or on Row4 you add 1 DC ch4 1DC on each side where the star is on the chart? Thank you would love to make this shawl
12.05.2020 - 23:20DROPS Design answered:
Dear Mrs Kelly, rows 3 and 4 are almost the same but the difference is that on row 4 you will increase in the first ch-space + in the last ch-space on the row just as explained in the written row: in same ch-space inc by working 4 ch and 1 dc. Happy crocheting!
