Dear Lindsey, it's a typo; it's a treble crochet (US terms) or double treble crochet (UK terms). Here is a video on how to work this stitch: https://www.garnstudio.com/video.php?id=28&lang=us. Since the treble crochet is larger than the double crochet and you work 4 treble crochet instead of 3 double crochet, the treble crochet fan will naturally look larger than the double crochet fan.
